Juno Beach Ridge
Petitions from a majority of property owners in the project area were received in favor of the installation of gravity sewers.
Representatives of the Town of Juno Beach attended the District Governing Board meeting in November to support the residents request.
The District Board authorized issuance of a Notice of Intent to Assess, and a Pending Lien Notice. Each of these documents will be filed in the Public Records to advise potential purchasers.
The District has entered into a contract with Boyle Engineering to provide engineering services on this project from Design through Project Management. Survey activities have begun in the area and are being conducted by Betsy Lindsay, Inc..
Letters have been issued to property owners to provide information and request information for locating service laterals for all properties.
Construction plans have been submitted for permitting. Bids were received in May, 2008 from 12 contractors, a contract was awarded to the low bidder, Centerline Utilities, Inc. of Jupiter in the amount of $1,193,532.00.
An open house for residents was held on July 8, 2008 from 5:30 to 7:30 pm to review plans and discuss individual concerns with affected property owners. Representatives of the Loxahatchee River District, the contractor, engineer and Juno Beach were available to discuss the project.
Caloosahatchee Gravity Sewer System
Several homes on Caloosahatchee Drive have been notified of the requirement to connect to the available gravity sewer line that has been constructed to their properties during past developer activities.
These property owners will have one (1) year to make pay the appropriate connection fees and make connection to the available sanitary sewer line.
Additional properties that have not had sewer lines constructed in the past will receive service via a new low pressure system.
Construction of a 2 line will begin July 14, 2008 and is expected to be completed in August. Upon completion of construction property owners will be notified of the requirement to connect and details of the assessment.
Caloosahatchee Low Pressure Sewer System
(North of Church & East of Limestone Creek Road)
Palm Beach County has constructed a gravity sewer system to serve this area. The lines and pump station are expected to be completed, inspected, permitted and turned over to the District in the next 60 days.
Upon turnover to the Loxahatchee River District, property owners will be notified of the requirement to pay connection fees and connect to the sewer system within the State required one (1) year period. Vacant properties will not be required to pay or construct any facilities at this time.
Cinquez Park
Palm Beach County proposes to construct gravity sanitary sewer facilities in the area of Cinquez Park East and Carver Ave.
Property owners should be aware that upon completion of the construction they will be notified of a requirement by the State of Florida that they connect their property to the available sewer line. Prior to making connection they must pay the appropriate connection fee for the house on the property. The fee currently ranges from $1,932.00 to $3,380.00 depending on the number of toilets in the house. Additionally, homes that were built prior to April 1, 1981 receive a $500.00 credit. You can contact the Loxahatchee River District Engineering office to determine your particular fee at 747-5700 xt.110.
Tidewater Drive/Circle
In response to numerous inquiries from residents of this area and an association representative, an informational meeting was held in June with residents of Tidewater Drive and Circle in regard to the installation of a sewer system in this area.
In July, the District Governing Board approved the Notice of Intent to Assess for this area and survey work has been obtained. It is expected that construction will start in the Spring 2008, and be completed during Summer 2008.
Design is completed, permit applications have been submitted and we are very pleased that the Loxahatchee River District has obtained an $85,000 Grant from the Loxahatchee River Preservation Initiative for the installation of sewers in this area, which will go towards reduction of the assessable costs. In June, contract was awarded to B & B Contractors for the installation of the gravity sewer system for this area. B & B was the low bidder of 8 bids and has worked with the engineer and District in the past. Their bid was $274,156.00.
Hunt Club-Turtle Creek
The gravity sewer system has been completed and all property owners were notified of the requirement to connect by January 19, 2007.
The assessment has been established and property owners have been notified that if the total amount ($12,917.94) was not paid by May 1, 2007, the assessment will be put onto the annual Martin County property tax bill at $1,207.54 per year for 20 years.
Hibiscus Road, Pennock Point
The assessment has been established at $5,630.87. Property owners had until May 1, 2007 to make full payment and avoid interest charges, or it would be placed on your property taxes for 20 years.
Waterway Village
Installation of low pressure sewer lines was recently completed to areas of Waterway Village adjacent to the canal and Intracoastal Waterway and to properties on the opposite side of the affected streets. These streets include Waterway Road, Basin Street and the east end of Cove Road.
A grant from the Indian River Lagoon license plate program was provided to assist with this project.
Work was completed by Dixie Plumbing/Grafe Construction in April, 2007 and property owners were notified of the availability of the sewer lines on April 24, 2007. Property owners had one year to make the required connection to the sewer system and abandon their septic system. Those who failed to make connection have been sent to the Palm Beach County Health Department for enforcement.
Additionally, the District Governing Board adopted the final assessment roll on August 16, 2007. The final assessment for each property is $3,064.57. If the total assessment amount is not paid by May 1, 2008, it will be included on the Palm Beach County property tax bill in November, 2008 at $286.46 per year, starting in November, 2008.
Waterway Village - Pebble Place
In response to a petition received by the District from a majority of the property owners on this street, the District has awarded a contract to Dixie Plumbing/Grafe Construction for the installation of low pressure sewer facilities on Pebble Place.
Work was completed in May, 2007 and property owners were notified of the availability of the sewer lines on May 24, 2007. Property owners had one year to make the required connection to the sewer system and abandon their septic system. Those who failed to make connection have been sent to the Palm Beach County Health Department for enforcement.
Additionally, the District Governing Board adopted the final assessment roll on August 16, 2007. The final assessment for each property is $4,515.09. If the total assessment amount is not paid by May 1, 2008, it will be included on the Palm Beach County property tax bill in November, 2008 at $422.06 per year, starting in November, 2008.
Toney Penna Drive Industrial Area
The District consultant engineers completed a design report for the provision of sanitary sewers to this area and a meeting was held for property owners in May, 2003 to present the findings. Based upon the available property for the installation of sewers, it appears that the use of low-pressure sewers is the most feasible alternative.
An alternative was discussed, for the provision of gravity sewers however, suitable easements would have to be obtained. This could be less expensive and provide a preferred method of service.

| One of the most critical tasks has been the elimination of septic tanks in our region, which pose a dangerous threat to the environment. To date, nearly 60,000 homes in our service area are on the regional sewer system, and we are working to develop sewer installation programs for the remaining neighborhoods located in the urban areas.

Future Projects

| There are additional older neighborhoods still using septic tanks and located along the waters of the Loxahatchee estuary; and the District proposes to continue the sewer installation program after 2002. In preparation for these future phases, the District commissioned a special consultant to evaluate priorities. The result from this effort is a plan for 2006 through 2010, which will become the blueprint for the continuation of the neighborhood sewer installation program.
